Description

Application for public assistance; eligibility; review of records. Requires entities processing applications for medical assistance and other public assistance to conduct a review of death records and records relating to incarceration status, employment status, and income of the applicant to determine whether the applicant is eligible for assistance and to review the records of the Virginia Lottery to determine whether the applicant has received any winnings from the Virginia Lottery that may constitute income or resources for purposes of determining eligibility for medical assistance or public assistance. [Unknown]: I ask the gentleman can he explain to us what this bill does? Mr. Speaker.

Del. Bill Howell (R-Fredericksburg): the gentleman from charlottesville. The bill proposes an initiative that would instruct the department of social services to investigate public service -- public assistance applications looking for fraudulent applications and focus on employment, death records, lottery records and a couple of other categories.

[Unknown]: will the gentleman yield for a question? I will. the gentleman yields. I sort of remember this is the check the lottery winnings bill and I guess my question is in the conference report does it include a requirement that before an eligibility determination is made the dss will have to check the lottery records to make sure people haven't won any money that would disqualify them from benefits. Is that still in the bill in the conference report? it would check the records to see if they have won any lottery money, yes. thank you. shall the conference report be adopted?
