Commissioner of Highways; annual report requirements. Requires that the Commissioner of Highways, in his annual report, report specifically about transportation projects approved or modified during the prior fiscal year and data indicating the relationship between toll price and vehicle volume per unit time at selected toll lane locations for each public or private toll facility in which variable toll pricing is utilized.
