Description

Southern Virginia Higher Education Center. Replaces the superintendent of the Halifax County Public Schools as an ex officio member of the board of trustees of the Southern Virginia Higher Education Center with a superintendent of a public school division located in the Southside region appointed by the Governor. The bill also broadens the eligibility requirements to serve as one of the representatives of business and industry on the board of trustees. The bill also requires the board to seek to collaborate with local comprehensive community colleges to meet specialized noncredit workforce training needs identified by industry. However if the local comprehensive community college is unable to meet such needs, then the board is authorized to seek to collaborate with other educational providers or offer Center-delivered specialized noncredit workforce training. [Unknown]: THANK YOU, MR. SPEAKER. MR. SPEAKER, HOUSE BILL 1913 IS HOPEFULLY THE END OF A LONG JOURNEY REGARDING THE ISSUE OF CIGARETTE TRAFFICKING IN THE COMMONWEALTH OF VIRGINIA. I'D LIKE TO TELL YOU A LITTLE BIT ABOUT HOW WE GOT TO WHERE WE ARE NOW. THIS HAS BEEN AN ONGOING JOURNEY FOR ABOUT SIX YEARS. AT LEAST SINCE 2012, WHEN WE UNDERTOOK THE STATE CRIME COMMISSION UNDERTOOK A COMPREHENSIVE STUDY ON CIGARETTE TRAFFICKING. WE ADOPTED SOME PROVISIONS IN THE 2013 SESSION, AND THEN THE CRIME COMMISSION INSTRUCTED STAFF TO CONTINUE MONITORING. WE'VE BEEN WORKING IT FOR OVER THE LAST YEAR.
