Del. Greg Habeeb (R-Salem): there were 23 of us who voted against this bill before. I think the reason everybody voted against it was because it was equating what a lot of us viewed as commercial speech with first amendment protected speech. I believe the conference report has addressed the concern and specifically limits to first amendment protected speech. There are lanes the court has drawn. If you voted against the bill because of the conflation, I would encourage you to vote for the conference report.
