ANOTHER -- THIS IS NOT THE BEST ALTERNATIVE. WE HAVE TO FIND AN ALTERNATIVE THAT WORKS WITHIN THE JUDICIAL SYSTEM. THANK YOU, MR. PRESIDENT. THE SENATOR FROM FAUQUIER COUNTY, SENATOR VOGEL.

Sen. Jill Holtzman Vogel (R-Winchester): I WOULD LIKE TO POINT OUT TO THE MEMBERS OF THE BODY IN THIS CIRCUMSTANCE A VICTIM CAN ALREADY OPEN CARRY IF THEY ARE LAWFULLY ALLOWED AND IN THIS CASE THIS WOULD SIMPLY ALLOW THEM IN THE WINDOW OF TIME WHEN THEY ARE MOST VULNERABLE TO CONCEALED CARRY. I THINK PEOPLE OVERLOOK THAT PIECE OF THIS AND I THINK IT IS AN IMPORTANT MEASURE AND I HOPE THE MEMBERS WOULD PASS THE BILL.

Del. Bill Howell (R-Fredericksburg): ALL IN FAVOR OF THE MOTION W. ARE ALL THE SENATORS READY TO V? HAVE ALL THE SENATORS VOTED? DO ANY SENATORS DESIRE TO C HANGE THEIR VOTE? THE CLERK WILL CLOSE THE ROLL.

I spoke to the gentleman from salem and I think we addressed his addressedhis concerns. I hope that you will adopt the conference report. Thank you.

Del. Bill Howell (R-Fredericksburg): the gentleman from salem, Mr. Habeeb.

Del. Greg Habeeb (R-Salem): Mr. Speaking, speaking briefly to the conference report.

Del. Bill Howell (R-Fredericksburg): the gentleman has the floor.

Del. Greg Habeeb (R-Salem): there were 23 of us who voted against this bill before. I think the reason everybody voted against it was because it was equating what a lot of us viewed as commercial speech with first amendment protected speech. I believe the conference report has addressed the concern and specifically limits to first amendment protected speech. There are lanes the court has drawn. If you voted against the bill because of the conflation, I would encourage you to vote for the conference report.

Del. Bill Howell (R-Fredericksburg): shall the conference report be adopted? The clerk will close the roll.
