Description

Sale of handguns; personalized handguns required. Requires all dealers who sell or transfer any handgun to also have personalized handguns available for sale. The bill defines "personalized handgun" as a handgun that incorporates within its design, and as part of its original manufacture, technology that automatically limits its operational use and that cannot be readily deactivated, so that it is capable of being fired only by an authorized or recognized user. The bill requires the Attorney General, in consultation with the Superintendent of State Police, to maintain a list of personalized handguns that are available for retail sales purposes. The bill exempts transactions between certain manufacturers, dealers, and collectors, purchases by law-enforcement agencies, and sales or transfers of antique firearms. Read the Bill »
