Description
Host Cities Economic Development Incentive and Host Cities Transportation Support Funds. Creates the Host Cities Economic Development Incentive Fund, administered by the Secretary of Commerce and Trade, to support economic development, growth of existing businesses, and job creation related to the Port of Virginia in one or more host cities. The bill also creates the Host Cities Transportation Support Fund, administered by the Secretary of Transportation, to support transportation projects and facilities related to the Port of Virginia in one or more host cities. WHAT IS THE KIND OF CONDUCT WE'RE TALKING ABOUT? WE ARE TALKING ABOUT INTIMATE PHOTOGRAPHS. THESE ARE PHOTOGRAPHS OF NUDE PEOPLE, AND THE UNLAWFUL CREATION DOESN'T REQUIRE THAT THERE BE DISSEMINATION. IT'S DONE WITHOUT THE CONSENT OF THE VICTIM. AN EXAMPLE WOULD BE, FOR EXAMPLE, A CREEPY GUY RENTING A ROOM OR RENTING AN APARTMENT TO SOME COLLEGE CO-EDS IN A COLLEGE TOWN AND SETS UP A PINHOLE CAMERA AND FILMS THEM IN VARIOUS STATES OF UNDRESSED AND HAS NO INTENTION OF ANYBODY EVER FINDING OUT ABOUT THIS. THE OTHER SITUATION IS UNLAWFUL DISSEMINATION, WHERE THERE MAY HAVE BEEN CONSENT FOR CREATION OF THE IMAGE BUT NOT CONSENT THAT IT BE SPREAD OUT OUT INTO THE INTERNET OR TO OTHER VIEWERS. all economic development should be done without transportation funds,
and the ports receive such transportation funds.
