Description

Authority to lease or convey airspace. Provides that the Commissioner of Highways has the authority to select any competitive procurement process for leases and conveyances of airspace and that he may reject any bid he believes is not in the best interest of the Commonwealth. Current law requires public advertisement for bids and requires the Commissioner to accept the highest bid from a responsible bidder. Read the Bill »

PRESIDENT, I DIDN'T PROVIDE A LAUNDRY LIST OF ACTIVITIES, BUT THERE ARE CERTAIN THINGS THAT GROUPS COULD DO THAT A FATHER MAY WANT TO GIVE HIS SON OR HIS DAUGHTER A PARTICULAR KNIFE TO PARTICIPATE IN SOME SPORTING ACTIVITY, AND I UNDERSTAND THEY MAY NOT DO THAT IN ARLINGTON COUNTY, BUT THERE'S A WHOLE OTHER PART OF VIRGINIA, RURAL VIRGINIA, THAT THEY DO DO THINGS LIKE THIS, AND WE JUST MIRRORED THE LANGUAGE WHERE IT GIVES THE EXEMPTION FOR A FAMILY MEMBER TO GIVE A HANDGUN TO A MINOR FOR THE SAME SPORTING ACTIVITY OR EVENT. SENATOR FROM ARLINGTON. I THANK THE SENATOR. MR. PRESIDENT, I WOULD LIKE TO SPEAK IN OPPOSITION TO THE BILL. I WOULD CONTEND THAT CHILDREN ANYWHERE IN THE COMMONWEALTH, IF THEY ARE PLAYING WITH DANGEROUS KNIVES, WOULD BE SUBJECTING THEMSELVES TO POTENTIAL HARM AND THEY COULD ALSO BE SUBJECTING THEIR PLAYMATES TO POTENTIAL HARM. I DON'T SEE ANY REASON WHY THIS BILL SERVES A PUBLIC PURPOSE, ESPECIALLY WHEN IT IS SO BROADLY DEFINED. WE DON'T EVEN DEFINE SPORTING THIS IS JUST BAD PUBLIC EVENT. POLICY. I WILL JUST SAY THAT CHILDREN ARE MUCH MORE LIKELY TO BE INJURED WHEN THEY ARE PLAYING WITH KNIVES, EVEN DURING HORSE PLAY. SO WHY WOULD WE WANT TO PUT OUR CHILDREN AT RISK AND BASICALLY SANCTION THIS BEHAVIOR? TO ME, IT MAKES NO SENSE, AND IT WOULD BE IRRESPONSIBLE PUBLIC POLICY ON THE PART OF SO HAVING SAID THAT, I JUST LAWMAKERS.
