Description

Voter identification; photograph contained in electronic pollbook; challenge of voter. Grants to the localities the option to include in their electronic pollbooks the photographs of registered voters that are obtained by the general registrars in the production of voter photo identification cards or contained in a voter's Department of Motor Vehicles record. The bill provides that the Department of Elections receives such photographs and is required to make them available, upon request, to the general registrars for download in accordance with the procedures set by the State Board of Elections. The bill prohibits lists of voters furnished pursuant to current law from containing any voter's photograph. The bill also provides that if the electronic pollbook contains the voter's photograph, the officer of election is required to access that photograph and the voter is not required to present one of the statutorily required forms of identification. However, the bill requires the officer of election to challenge the voter's vote if the voter does not appear to be the same person depicted in the photograph or in the pollbook. Adam Ebbin (D-Alexandria): I NOTICE IN THE FINANCIAL IMPACT STATEMENT THERE WAS NO IMPACT WHATSOEVER AND I WAS CONCERNED BY THAT BECAUSE WE HAVE 5,663,000 REGISTERED VOTERS IN VIRGINIA AND 900,000 WHO PARTICIPATED IN THE MOST RECENT PRIMARY AND MY GREAT CONCERN IS IF PEOPLE SHOW UP AT THE POLLS FOR A PRIMARY AND THEY ARE NOT REGISTERED TO VOTE IN THAT PARTY AND IT IS A CLOSE PRIMARY THEY WON'T BE ABLE TO VOTE.
