A BILL to direct the Secretary of Health and Human Resources to develop a plan to increase transparency in the administration and delivery of health care.

Be it enacted by the General Assembly of Virginia:

1. § 1. The Secretary of Health and Human Resources shall develop a plan in coordination with relevant stakeholders to increase transparency in the administration and delivery of health care by agencies of the Commonwealth or health care providers who have entered into an agreement or contract with an agency of the Commonwealth. The plan shall (i) evaluate and make recommendations regarding the interoperability of electronic health records systems between health systems and health care providers and the ability of health systems and health care providers to share patient records in electronic format (ii) establish objective quality standards for services supplied by health care providers and a system for making provider performance on these standards available to consumers, (iii) establish a system for making information available regarding the prices for procedures, and (iv) ensure the delivery of high quality and cost-effective health care. Such plan may include recommendations for consumer-directed health care plans and reimbursement methods that reward providers for results. The Secretary shall report his findings and recommendations to the Governor and the General Assembly by December 1, 2016.
