Description
Electoral board appointments; chief judge of the judicial circuit or his designee to make appointment. Provides that appointments to the electoral board of each county and city are to be made by the chief judge of the judicial circuit for the county or city or that judge's designee. Currently, such appointments are made by a majority of the circuit judges and if a majority of the judges cannot agree, the senior judge makes the appointment. WHEN WE HAD A PROTEST HERE IN THE CITY OF RICHMOND OVER A THOUSAND PEOPLE IF THE POLICE COME AND SAY DISBURSE AND YOU DON'T HEAR THEM, WHICH IS VERY POSSIBLE, AND YOU REMAIN, YOU ARE GUILTY OF UNLAWFUL ASSEMBLY AND COULD BE JAILED OR GIVEN A $2,500 FINE OR BOTH. THIS BILL GOES FARTHER THAN INCREASING THE PENALTIES FOR A RIOT. IT DOES SUBJECT PEACEFUL PROTESTERS TO A PENALTY THAT, QUITE FRANKLY, IN MANY CIRCUMSTANCES COULD BE TOO HARSH. AND I'M SURE A LOT OF PEOPLE IN THE 60'S NEVER THOUGHT THE FINES AND PENALTIES HANDED DOWN TO OF AFRICAN AMERICANS WOULD HAVE HAPPENED BECAUSE THEY WERE UNCONSCIONABLE. I HAVE MANY FRIENDS AND RELATIVES. THIS BILL IS ABOUT MORE THAN INCREASING THE PENALTIES FOR A RIOT AND I HOPE THAT YOU VOTE NO. THANK YOU, SENATOR. IT WAS INTERESTING, HE MENTIONED AMONGST THE MANY THINGS THIS WOULD COVER IS BREAKING INTO BUILDINGS. I DON'T KNOW HOW THINGS ARE IN YOU BREAK IN TO SOMETHING IN STAFFORD. FAIRFAX COUNTY YOU GET CHARGED WITH A FELONY.
