Transcript

This is a transcript of the video clips in which this bill is discussed.

DON'T KNOW, HE IS THE GOVERNOR AND THE COMMITTEE DID SOME SORT OF REVIEW. THE JAMICHAEL MITCHELLS OF THE WORLD ARE ASKING US TO APPOINT SOMEONE TO THE JOB WHO IS A BULL DOG. CANDIDLY, SOMEBODY WE PROBABLY WOULDN'T ENJOY HAVING IN OUR OFFICE AND WILL SIT THERE AND BE SKEPTICAL. WITH RE! TO MS. JENNINGS IT IS CLEAR FROM THE EVIDENCE IN FRONT OF US WHEN SHE HAD THE BIGGEST TRAGEDY WE CAN HAVE WHICH IS SOMEONE DYING NAKED COVERED IN FECES IN A JAIL CELL SHE DID NOT SEE IT AS HER ROLE AND THEN EVEN WHEN IT WAS CLEARLY HER ROLE DID NOT GIVE IT THE INVESTIGATION NEEDED. AND SO THE FAMILIES LEFT WONDERING WHAT HAPPENED AND NOW WE HAVE CIVIL LAWSUITS AND FEDERAL INVESTIGATIONS AND ALL THE REST OF IT. AND WE ALSO DON'T KNOW WHAT HAPPENS SO WE CAN FIX IT. AGAIN, WE MAKE A LOT OF APPOINTMENTS IN THIS PLACE THAT MATTER A LOT. SUPREME COURT JUSTICES AND MEMBERS OF THE STATE CORPORATION COMMISSION. ON BEHALF OF EVERY FAMILY WHO HAS A FAMILY MEMBER WHO IS TO MENTALLY ILL HE WILL COME ACROSS THE JAILS OR THE INSTITUTIONS, I'M BEGGING YOU MAKE THIS ONE OF THE MOST IMPORTANT ONES WE HAVE AND PUT THE BEST PERSON IN THE JOB. DON'T PICK SOMEONE WE LIKE OR SOMEONE WE KNOW OR SOMEONE BECAUSE HE IS THE GOVERNOR'S CHOICE. PICK ONE THAT IS GOING TO DO THE JOB AND PROTECT THE PEOPLE THAT NEED OUR PROTECTION. THANK YOU.

Del. Bill Howell (R-Fredericksburg): THE GENTLEMAN FROM CHARLOTTESVILLE. WILL THE GENTLEMAN FROM SPOTSYLVANIA RISE FOR A QUESTION.

[Unknown]: WILL THE GENTLEMAN YIELD? I YIELD. THE GENTLEMAN YIELDS. MR. SPEAKER, I WOULD ASK THE GENTLEMAN I SEE THE VOTE OUT OF THE PRIVILEGES ELECTIONS COMMITTEE WAS UNANIMOUS. WOULD IT BE FAIR TO SAY THAT MRS. JENNINGS DID NEVER EVEN APPEAR BEFORE YOUR PANEL FOR ANY DISCUSSION OF ANY OF THESE ISSUES? THAT IS CORRECT. THANK YOU, MR. SPEAKER.

Del. Bill Howell (R-Fredericksburg): SHALL THE FLOOR AMENDMENT OFFERED BY THE GENTLEMAN FROM ALBERMARLE BE ADOPTED? AS MANY FAVOR THAT MOTION AAYE. THOSE OPPOSED NO. THE AMENDMENT IS ADOPTED. SHALL THE FLOOR AMENDMENT BE ADOPTED? THE CLERK WILL CLOSE THE ROLL. >> AYES 65, NOS 34. >> AYES 65, NOS 34. THE AMENDMENT IS AGREED TO. THE GENTLEMAN FROM SPOTSYLVANIA, MR. COLE.

Del. Mark Cole (R-Fredericksburg): THANK YOU, MR. SPEAKER. SPEAKING TOTHE RESOLUTION.

Del. Bill Howell (R-Fredericksburg): THE GENTLEMAN HAS THE FLOOR.

Del. Mark Cole (R-Fredericksburg): I MENTIONED THIS WEST MENTIONED THIS BEFORE BUT IWANTE REASON NOT PASSING BY FOR THE DAY. THE APPOINTMENTS NEED TO BE APPROVED BY BOTH BODIES BY FRIDAY. OTHERWISE, IF A RESOLUTION IS NOT APPROVED THEN NONE OF THEM ON THE RESOLUTION ARE APPOINTED. I'M CONCERND THAT A DELAY WITH AN AMENDED RESOLUTION WOULD NOT GIVE THE SENATE TIME TO CONSIDER THE RESOLUTION AND COULD THEREFORE PUT ALL OF THE APPOINTEES ON THE RESOLUTION IN JEOPARDY. AND HAVING SAID THAT, MR. SPEAKER, I WOULD MOVE THE ADOPTION OF THE RESOLUTION.

Del. Bill Howell (R-Fredericksburg): THE GENTLEMAN FROM ALEXANDER -- THE GENTLEWOMAN FROM ALEXANDER.

[Unknown]: SPEAKING TO THE RESOLUTION.

Del. Bill Howell (R-Fredericksburg): THED GENTLEWOMAN HAS THE FLOOR.

[Unknown]: THANK YOU. I JUST WANT TO SHARE WITH THE BODY MY CONCERN. IT REMINDS ME OF A TIME A FEW YEARS AGO WHEN WE TALKED ABOUT PROCESS. AND I HEARD THE GENTLEMAN FROM SPOTSYLVANIA SAID ABOUT HIS CONCERN. I UNDERAND THIS THAT HAS TO BE DONE BY FRIDAY AND I THINK THAT TODAY IS WEDNESDAY SO WE STILL HAVE TIME. AND I HEARD THE CONCERNS FROM THE GENTLEMAN FROM ALBERMARLE ABOUT WHAT HE READ IN THE NEWSPAPER. AND ALLEGATIONS THAT HAVE BEEN MADE. AND I'M CONCERNED THAT THERE IS A LOT OF US PROBABLY IN THIS CHAMBER THAT HAVE NO IDEA ABOUT THE FACTS. AND SO, I JUST, MR. SPEAKER, I STAND BECAUSE I'M CONCERNED ABOUT THE PROCESS THAT WE ARE TAKING TODAY. AND I JUST HOPE IN THE FUTURE THAT WE CAN BE GIVEN MORE TIME, MORE THAN 20 MINUTES OR 30 MINUTES BEFORE A VOTE ON SOMETHING THAT IS SERIOUS. THERE IS NO DOUBT THAT THE ALLEGATIONS, THEY ARE SERIOUS. AND THE DEATH WAS ABHORRENT. BUT, I THINK THAT VIRGINIANS LOOK TO THIS CHAMBER AND LOOK TO US TO BE FAIR AND BALANCED, SO I JUST HOPE THAT WE CONSIDER THAT IN THE FUTURE. THANK YOU, MR. SPEAKER.

Del. Bill Howell (R-Fredericksburg): SHALL THE RESOLUTION BE ADOPTED? THE CLERK WILL CLOSE THE ROLL.

[Unknown]: AYES 87, NOS 10. AYES 87, NOS 10. THE RESOLUTION IS ADOPTED. MR. SPEAKER, CONTINUING WITH THE CATEGORY OF RESOLUTIONS REGULAR. SENATE JOINT RESOLUTION 309, CONFIRMING APPOINTMENTS BY THE GOVERNOR OF CERTAIN PERSONS COMMUNICATED OCTOBER 1, 2016. REPORTED FROM COMMITTEE ON PRIVILEGES AND ELECTIONS WITH AMENDMENTS.

Del. Bill Howell (R-Fredericksburg): THE GENTLEMAN FROM SPOTSYLVANIA, MR. COLE.

Del. Mark Cole (R-Fredericksburg): THANK YOU, MR. SPEAKER. I MOVE THE COMMITTEE AMENDMENT.

Del. Bill Howell (R-Fredericksburg): THE QUESTION IS ON ADOPTION OF THE COMMITTEE AMENDMENT. AS MANY AS FAVOR THAT MOTION SAY AYE, THOSE OPPOSE NOD. THE AMENDMENT IS AGREED TO.

Del. Mark Cole (R-Fredericksburg): THE COMMITTEE AMENDMENTS ADDS BACK THREE NAMES THAT WERE REMOVED FROM THE ORIGINAL RESOLUTION BY THE SENATE. SO, AGAIN, THIS IS ANOTHER RESOLUTION THAT WE NEED TO HAVE TIME TO SEND BACK OVER TO THE SENATE. AND SPEAKING TO THE LACK OF TIME TO CONSIDER THESE RESOLUTIONS, AS YOU KNOW, THE SENATE -- THE RESPECTFULLY RESOLUTIONS FOR APPOINTMENTS ORIGINATE IN THE SENATE. THE SENATE OFTEN SEEMS IN MY JUDGMENT TO TAKE THEIR TIME IN SENDING THEM OVER TO US, THEREFORE NOT GIVING US A WHOLE LOT OF TIME TO CONSIDER THE RESOLUTIONS BEFORE WE HAVE TO ACT ON THEM. SO, WITH THAT, MR. SPEAKER, I WOULD MOVE THAT WE ADOPT THE AMENDED RESOLUTION.

Del. Bill Howell (R-Fredericksburg): SHALL THE RESOLUTION BE ADOPTED? THE CLERK WILL CLOSE THE ROLL.
