I am providing a public comment in opposition to proposed HB1004. Many public use airports are commercial operations with very large impervious cover areas and have multiple types and sources for stormwater pollution discharges due to the nature of their operations and/or potential for unanticipated spills and therefore should not be exempted from local stormwater utility fees unless it is demonstrated that they have proper NPDES, VPDES or MS4 stormwater discharge authorization or permits.
