Description

Virginia Alternative Energy and Coastal Protection Act. Authorizes the State Air Pollution Control Board to conduct an auction of allowances of CO2 emissions or authorize the Department of Environmental Quality to operate such auction. The bill establishes the Commonwealth Resilience Fund to receive funds from the auction and directs the funds to certain programs. Beginning in January 2021, the Department is required to file an annual report on the auction. Read the Bill »
