Electric utility regulation; recovery of costs of coal combustion by-product management. Authorizes an investor-owned electric utility to recover, through a rate adjustment clause, its costs of complying with laws, regulations, or judicial or administrative orders applicable to sites associated with the utility's management of coal combustion by-products.
