Description

Slow vehicle; leaving right-most lane for passing; penalty. Provides that a vehicle proceeding at less than the normal rate of traffic can only leave the right-most lane to overtake or pass another vehicle if it would not impede traffic in the lane into which the vehicle is merging and that such vehicle must return to the right-most lane as soon as it is safe to do so.
