While Virginia code already contains a crosschecking mechanism, this bill would unduly burden local registrars by mandating that the Dept of Elections provide registrars with a list of duplicate registrations in other states found through both manual list comparisons and electronic data matching. Registrars would be obligated to spend their valuable time investigating each and every instance, with the possible result that, because of the imperfection of data -- e.g. common personal names -- some voters would be purged from the rolls inadvertently. It is not illegal to be registered to vote in more than one state. It happens all the time as people get caught up in the details of moving to a new locality. In fact, many people believe that filing a change-of-address form with the post office also transfers their voter registration! We need to be taking steps to make registration and voting more convenient and secure, not raising fears about being purged from the voter roll just because you've lived in another state.
