Be it enacted by the General Assembly of Virginia:

1. § 1. Notwithstanding any other provision of law, the provisions of Chapter 322 of the Acts of Assembly of 2016 shall not apply to any county that operates under the county executive form of government that adjoins a county that operates under the urban county executive form of government or to any city adjoining a county that operates under the urban county executive form of government, if such locality enacts an ordinance to provide that such provisions shall not apply.
