Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 24.2-603.2 as follows:

§ 24.2-603.2. Time off for employees to vote.

A. Each employer operating in the Commonwealth shall give its employees sufficient time off to vote. The time off shall be either before the employees' shifts begin or after their shifts end, unless otherwise agreed to by the employer and employee. The employer is required to pay employees for up to two hours of time off to vote. Employees shall give their employer at least three days' notice of their intention to take voting leave if they know or have reason to know that the leave will be necessary.

B. At least 10 days before every election, an employer shall post conspicuously in the work place a notice of the requirement that employees be given paid time off to vote as required by this section.
