The bill adds manufacturers or distributors selling new motor vehicles at wholesale to their franchised dealer or used motor vehicles to a licensed dealer, as well as persons dealing fire-fighting vehicles and ambulances, to a list of parties exempted from the definition of motor vehicle dealer.
