Description

DEQ permits; technical assistance grants. Creates the Permitting Technical Assistance Fund (the Fund) for the purpose of issuing grants to qualified groups to obtain technical assistance in (i) interpreting information with regard to permits, permit actions, or activities conducted at permit sites; (ii) identifying new or alternative permit provisions or conditions; or (iii) formulating, revising, or submitting written or oral comments during a public comment period. The bill authorizes the Director of the Department of Environmental Quality to issue grants from the Fund to qualified groups not exceeding $15,000 for any group for any single permit action and directs the Department of Environmental Quality (the Department) to include with any fees for a permit issued by the Department, State Air Pollution Control Board, State Water Control Board, or Virginia Waste Management Board, a fee to cover the full cost of administering and issuing grants from the Fund.
