Why not let employers and workers negotiate wages?

Derek S., tracking this bill in Photosynthesis, notes:

I would rather see tipped employees make minimum wage or more, and do away with tipping in general as a result.

However, there are employers that simply won't budge on what they're willing to pay employees for their work, and quitting or finding work elsewhere doesn't solve the problem. Making this a law just might.

I say this deserves to be passed.
