Toll lane enforcement; Midtown Tunnel and Downtown Tunnel. Prohibits the Department of Motor Vehicles from suspending a person's registration certificates or licenses plates due to unpaid tolls when such toll violations occurred at the Midtown Tunnel or Downtown Tunnel connecting the Cities of Norfolk and Portsmouth.
