Bill Denk writes:

The issue is that many of these facilities are high profit drug rehab facilities being located in residential neighborhoods. In some areas these private businesses are increasingly concentrated in family neighborhoods and undermining property values for existing homeowners. In one case, three of these private homes planned for conversion aborted the local high school property. Local communities are not notified in advance, hence the companion Bill HB 829.
