Description
Constitutional amendment (first reference); right of parents. Adds to the Constitution of Virginia the fundamental right of parents to direct the upbringing, education, and care of their children. The amendment prohibits the Commonwealth from infringing these rights without demonstrating that the governmental interest as applied to the person is of the highest order and not otherwise served. This section shall not be construed to apply to a parental action or decision that would physically harm or end the life of the child. Read the Bill »
