Description
Constitutional amendment (first reference); education; public schools; standards of quality. Provides that it is the responsibility of the Commonwealth, rather than the General Assembly, to provide for a system of free public elementary and secondary schools and to ensure a high-quality educational program is established and maintained. The amendment also removes the authority of the General Assembly to revise the standards of quality that are determined and prescribed by the Board of Education for school divisions. Read the Bill »
