Electric utilities; procurement. Requires a utility, in the construction of certain offshore wind, onshore wind, solar, and energy storage facilities, to procure, subject to a competitive process, equipment from a Virginia-based or United States-based manufacturer using materials or product components made in Virginia or the United States, if available.
