A BILL to direct the Department of General Services, in cooperation with the Department of Behavioral Health and Developmental Services, to study the feasibility of transforming Catawba Hospital into a facility at which a continuum of substance abuse treatment and recovery services is provided; report.

Be it enacted by the General Assembly of Virginia:

1. § 1. That, in recognition of prevailing trends in mental health and substance abuse treatment needs in the Commonwealth, the Department of General Services, in cooperation with the Department of Behavioral Health and Developmental Services, shall study the feasibility of transforming Catawba Hospital into a state-of-the-art facility at which a continuum of substance abuse treatment and recovery services, including long-term, short-term, acute, and outpatient services, is provided in addition to the array of behavioral health and other services currently provided to geriatric individuals in need of mental health care. The Department of General Services shall report its findings, conclusions, and recommendations to the Governor, the Chairmen of the Senate Committees on Education and Health and Finance and Appropriations and the House Committees on Appropriations and Health, Welfare and Institutions by December 1, 2022.

Be it enacted by the General Assembly of Virginia:

1. § 1. That, in recognition of prevailing trends in mental health and substance abuse treatment needs in the Commonwealth, the Department of Behavioral Health and Developmental Services (the Department) shall study the feasibility of transforming Catawba Hospital into a state-of-the-art facility at which a continuum of substance abuse treatment and recovery services, including long-term, short-term, acute, and outpatient services, is provided in addition to the array of behavioral health and other services currently provided to geriatric individuals in need of mental health care. Such feasibility study shall include (i) an analysis of the need for substance abuse treatment and recovery services in the Southwest region of the Commonwealth, including (a) analysis of the unique need for substance abuse treatment and recovery services among pregnant women and new mothers, individuals with physical and sensory disabilities, individuals with co-occurring substance use and health disorders, and others with unique treatment and recovery service needs and (b) identification of those counties in the Southwest region of the Commonwealth in which the need for substance abuse treatment and recovery services is the greatest; (ii) identification of the components of a redesigned facility necessary to meet the needs identified in clause (i) while also continuing to provide the array of behavioral health and other services currently provided to geriatric individuals in need of mental health care; (iii) identification of legislative, regulatory, or budgetary actions necessary to establish and operate substance abuse treatment and recovery services to meet the needs identified in clause (i); (iv) an assessment of start-up and operating costs to support the delivery of substance abuse treatment and recovery services at a transformed Catawba Hospital; and (v) an assessment of community receptivity to and support for transformation of Catawba Hospital into a facility at which a continuum of substance abuse treatment and recovery services is provided in addition to the array of behavioral health and other services currently provided to geriatric individuals in need of mental health care. The Department shall also identify state hospitals in other regions of the Commonwealth that may be appropriate for transformation into facilities at which a continuum of substance abuse treatment and recovery services is provided in addition to the array of behavioral health and other services currently provided to individuals in need of mental health care. The Department shall report its findings, conclusions, and recommendations to the Governor, the Chairmen of the Senate Committees on Education and Health and Finance and Appropriations and the House Committees on Appropriations and Health, Welfare and Institutions by December 1, 2022.
