State park fees; Virginia National Guard and Virginia Air National Guard. Directs the Department of Conservation and Recreation to establish a policy that entitles any active duty member of the Virginia National Guard or the Virginia Air National Guard, and the accompanying spouse or dependent of such person, to pay no fees for access or parking at state parks.
