Comments
This is a good bill and I thank Del. Orrock for bringing it forward. However, it does not go far enough in protecting public oversight of library materials. Virginia law allows parents to review Family Life Educaton curriculum material. https://law.lis.virginia.gov/vacode/title22.1/chapter13/section22.1-207.2/ I suggest that this law be expanded to include the right of ALL Virginia taxpayer-citizens to review FLE and associated materials, including the library catalogue records of books in the school library as well as those assigned to students as textbooks and supplemental reading. Please coordinate your bill with HB1379 as proposed by Del. Anderson, et al.
Libraries, including school libraries, already have policies/rules for how books are acquired for their collections which are reviewed by locally. This bill would add a cumbersome, unnecessary layer to the process and therefore delay the public's access to new material.
