Description

Department of Education; recommendations; model policies; selection and removal of public school library materials. Requires the Department of Education, in consultation with local school boards, public school librarians, parents of public school students, and other interested stakeholders, to make recommendations to the General Assembly, the Board of Education, and local school boards no later than September 1, 2024, on the adoption of model policies for the selection and removal of books and other audiovisual materials available to students in public school libraries. This is a good bill and I thank Del. Orrock for bringing it forward. However, it does not go far enough in protecting public oversight of library materials. Virginia law allows parents to review Family Life Educaton curriculum material. https://law.lis.virginia.gov/vacode/title22.1/chapter13/section22.1-207.2/ I suggest that this law be expanded to include the right of ALL Virginia taxpayer-citizens to review FLE and associated materials, including the library catalogue records of books in the school library as well as those assigned to students as textbooks and supplemental reading. Please coordinate your bill with HB1379 as proposed by Del. Anderson, et al.

Libraries, including school libraries, already have policies/rules for how books are acquired for their collections which are reviewed by locally. This bill would add a cumbersome, unnecessary layer to the process and therefore delay the public's access to new material.
