In addition, the deadline to be removed as a co-patron on any legislation is due to the front desk staff here by tomorrow at 5:00. February is african american heritage month. We've been hearing great speeches today is also a special day for another group of virginians. The first day of the lunar new year of 2015 and beginning today, it's the year of the sheep or goat or lamb, or since we're close to vcu, maybe the year of the ram. I want to tell all of you if you have constituents that celebrate chinese new year, memorize the words, happy new year. Thank you.

Thank you, mr. Speaker, I rise for the purpose of an introduction.

Thank you, mr. Speaker. Today was john wedgerly perfectly located in the metropolitan region I wish I had the time to tell you all about his diverse and rich personal history. He was born in pennsylvania attended a proper college university of the south. Where he played soccer and was on the believe it or not, white water canoe team. After college, he took a degree at duke university and taught exceptional children in Portsmouth and Charlottesville. Following a journey of discernment, he entered yale divinity school. One concentration was in clinical pastoral care. He went on to work in washington, d.C. N 1986 married beverly wedgerly, also serving as an episcopal priest to the north. As a wedding president they became missionaies to brazil and have two children and two episcopal grandchildren. They served God in north carolina, connecticut, and our neighboring states to the north. He is served in our community at st. Mark's since 1997, also serving in the army chaplain corps. In 2001 serving with the 29 division in bosnia and marine first unit. Join me in welcoming Reverend john weathererly.

We have representatives from national association of social workers, Virginia chapter. In 300 members with us today and helpfully, many of you have had a chance to visit with them. Today, we enjoy many privileges because early social workers saw misery and took action inspiring others along the way. And many of the benefits we take for granted today came about because social workers, working with families and institutions spoke out against abuse and neglect. Social workers advocate for civil rights regardless of gender, race, faith, or sexual orientation. Social workers seek to advocate for mental, physical and spiritual health in rites of families and communities and make good legislative assistants. Join me in extending a warm House welcome to social workers that are here, with us today.

We're honored to have the group with us today, thank you for all that you do for the commonwealth.

Established in 1990, leadership loudoun, a nonprofit organization is the only countywide program that has seen over 500 graduates in their 20 plus year history. The network held public office, run top companies and are leading and government and nonprofit officials throughout the county. Thank you. I would like to introduce the parent leader institute, training parent leaders ten years. There they are. One of the parents went on to serve on our city school board. So I wish everyone would give them a warm welcome.

I rise to speak about a man who over five decades exeled in three full contact sports. Football, the law, and politics william henry louis. A son of Virginia, born to former slaves in berkeley, know known as Norfolk and exeled in academics and athletics throughout his childhood for a year before transferring to amherst college, he graduated in 1891 along with future president calvin coolidge, he is, and always will be among amherst's prestigious graduates. Louis exeled on the football team, named all american. After graduating from amherst, he moved on to harvard law school, becoming the first african american to play on harvard's football team. He graduated from harvard law in 1895 and became a coach on the team. And he then wrote a book on football strategy and became widely regarded to walter camp on football knowledge. His football accomplishments are notable, more notable is what he was able to achieve in politics and legal profession. Louis entered politics soon after graduating law school, first serving on the cambridge, massachusetts city council then, serving in massachusetts state legislature. In 1903, president teddy roosevelt made the historic decision to make louis the first african american appointed as assistant united states attorney, a federal prosecutor. He thrived and was nominated by president taft to be the first african american appointed to subcabinet position, assistant attorney general of the united states. His nomination faced stiff resistance but was confirmed in early 1911. He became the first african american member of the american bar association. When the aba tried to oust him because of the color of his skin, louis refused to back down. Much to the ever lasting shame of the american bar association he was kicked out in 1912. Louis was a pioneering civil rights leader. He described race as transcendent problem facing the country, dedicating his life to fixing that problem n one of the first cases of its kind, louis filed a lawsuit after a white barber refused to shave him and cut his beard. In boston. That lawsuit led to a massachusetts law that prohibited racial discrimination in places of accommodation. Perhaps the first such law of its kind in the country. Louis later became one of the first african american lawyers at naacp, continuing to lead the way for other lawyers like another great virginian, oliver white hill. Louis developed a reputation as an outstanding trial lawyer and argued before the united states supreme court. By the time he passed away in 1949, at age 81, he was one of the unquestioned leading lights of the legal profession and growing civil rights movement. He and his life had laid the ground work for, and inspired later giants like thurgood marshal who wondered where would I be without the sacrifice of negro lawyers before me? It was serving in the House of the representatives in massachusetts he noted quote, there are only three great charters of freedom among anglo saxon people the magna charta, the declaration of independence, and emancipation proclamation. The magna carta gave freedom to noebibility, declaration of independence freedom down to the plain people, and magna carta pro claimed liberty to slave and surf throughout the world. His life's work stands as an inspiration to us all. A testament to a life lived in advancement of liberty. May all of us remember this great son of Virginia and remain inspired by his example. Thank you, mr. Speaker.

There are things in the world we do not understand and May never comprehend. We ponder why tragedy comes to our door. And especially challenged to fathom when the lives of some much too young are taken. One such life was samantha bidel. She brought happiness and laughter to her friends, and she was a young woman who brought warmth and love to her family. I would ask that when we adjourn today, we adjourn in the honor of samantha ron bidel, a life lived too briefly.

Mr. Speaker, ladies and gentlemen of the House, currently medical school scholarships are available for students agreeing to come back and serve in under served areas of the commonwealth. They have to attend a Virginia medical school, 717 allows them to attend any accredited medical school so long as they're still coming back to serve under served citizens of the state. I hope it be the pleasure of the body to pass the bill.

Senate bill 850 a bill to amend and reenact multiple sections of the section of the code of Virginia relating to comprehensive services act for at-risk youth and families.

Mr. Speaker, ladies and gentlemen of the House, while this is an extensive bill, it's just changing the name, everywhere that is appearing in code from comprehensive services act for at-risk youth and families to the childrens' services act. I hope it be the pleasure of the body to pass the bill.

Senate bill 876, a bill to amend and reenact several section of the code of Virginia relating to prohibited contact by officers and employees of hospital authorities with an amendment.

Senate bill 876 allows doctors to serve on the board but limits their ability to not be able to negotiate contracts and procurements. I move the House pass the bill.

The defendant in the process fails to appear without a valid excuse. And Senate amendment confirms by students in the school division receiving home instruction confirming some counties will do this and some not. The first version proposed in 1995. Just to be clear whether the local school division decides to allow home schoolers to participate or not, none of our school divisions will be permitted to participate in the Virginia high school league which does not want to allow home schoolers in so if you pass this bill you're effectively saying no more interdivisional competition so let's be clear what we're doing. This scare tactic is absurd. They can change rules if one minute in one meeting fcht they want to keech existing because local school board who should have this decision, if they don't want to change and be a stick in the mud they can cease to exist and school divisions will be able to do it.
