Thank you Mr. Speaker. -- Mr. President, ladies and gentlemen of the Senate, joining us in the gallery today on behalf of myself, then the gentleman from Alexandria, Senator Ebbin, I 'd like to welcome the west potomac governor's youth development academy. West potomac is not only important because it has students from countries that speak 46 languages but one of my favorites because I went there, graduated 1989, where my children go and it's a wonderful school. Youth development academy desires to build personal strength, development of life skills necessary to succeed with children, create opportunities to impact children's' lives and attitudes, focus on college readiness, encourage parent support and participation and a mentorship program to develop an exit plan to encourage children to apply to college. It's a great program at a great school and I would ask the body to give them a warm Senate welcome.

They've been here, helping in my office this week, and they've also been helping out Delegate Dudenhefer some down the Hall. Both are in their junior year at north staff arrested high school, nathan plays on the varsity soccer teal and wants to go to the uva and mary ashley is a member of the national honor society, she plays varsity volleyball, basketball, and track, and she is hoping to get to brigham young university. So Mr. President, with that I would ask that you give them the warm welcome of the Senate .

Mr. President, joining us in the gallery today is a young man who I greatly admire named andrew pulen, a little bit about andrew, he is 28 years old, but has already established a reputation as a diligent political worker and advocate from havana county, where he group and lives. He is an avid outdoorsman, he married well beyond his right to sarah pulen, they have a beautiful daughter, and most interesting, he is not only the fire chief at the volunteer fire department, but a professional firefighter in Spotsylvania County. This morning when he saw and rehe queried me as to the status of my fireworks bill and I said we're working at t he said do you have any idea how much firefighters could save if we don't have to drive to south carolina to get our fireworks every fourth of July. I ask we give andrew pulen the warm welcome of the Virginia Senate .

She and her family are prop -- proprietors of an example of our growing craft brewing industry here in the commonwealth of Virginia. They operate a little brewery, actually it's a fairly sizeable brewery called brothers brewing, and elizabeth shiflit, my administrative assistant, is here, along with an aspiring brewmasser, her son, gabe shiflit, and they are also accompanied by alksa rennie, who has for the past two years worked in my legislative office here in the capitol, so Mr. President, I would ask you to extend a warm welcome of the Senate to liz shiflit, gabe and to alexa renning.

Thank you Mr. President. What this substitute does is allow the parent for the minor to consent to an examination which in effect would be a perk, which is a physical evidence recovery kit. There are situations where we May have a 13-year-old who thinks she is in love with her soccer coach, and in effect the soccer coach is a sexual predator, and the 13-year-old May not consent, so in that case, the parent could consent. So we tried to cover all cases. I thank the senior Senator from Loudoun for bringing this to our attention. My substitute, of course, still retains the ability of the minor to consent to the test as well. So we think that the floor substitute covers 99 percent of situations that might come before us. The commonwealth attorney's association of Virginia, their representatives -- their representative was very helpful in helping us craft this, and also, activists for children and survivors of sexual assault are also comfortable with this substitute. I ask the ladies and gentlemen of the Senate to please pass the bill.

Senate bill 418, a bill relating to the Virginia public procurement act, cooperative procurement, installation of artificial turf or other athletic surfaces. >>

Thank you Mr. President. This bill takes turf and other artificial track surfaces out of the list of construction categories for which cooperative procurement would be prohibited, and the little bit of history behind this bill, is about three years ago, there was a work group convened to consider cooperative procurement and other procurement matters, and at the conclusion of that two-year work group, about 30 people met to discuss these issues, the work group decided not to make any changes, and legislation was put forward, and it was not the intention of that work group to do anything to impact artificial turf or track surfaces. However, when the legislation went through, it did. And what it did was it prevented cooperative procurement for those kind of contracts. And when that bill went through, it put a real kink in a number of outstanding procurement contracts, and it affected that all around the commonwealth of Virginia. So I have brought this bill this year to correct that, and I could read you a long list of different parts of the commonwealth where universities, local parks, and lots of schools, it has a greater impact on schools than virtually anywhere else, and the notion behind addressing proper procurement is that you don't take local construction jobs away from local construction companies. But this is such a specialized kind of construction that I would argue that you are not having any harm, so I apologize for the lengthy explanation, but I know there May be one or two people who May have concerns about this, so I wanted to offer that explanation. I ask that the bill pass.

Thank you. Mr. President, members of the Senate, we are exempting the astroturf business from our procurement laws here, and it is a small number of businesses that are in this business, and it is a very small number of businesses that are going to benefit from this exemption. And you know who it is going to hurt, it's going to hurt school funding across Virginia in schools, maybe just a handful of schools, but it's going to hurt the funding, per pupil funding, and you know how concerned I am about per pupil funding. I want to make sure that we preserve those funds for educating kids and not enriching a contractor who travels Virginia selling astroturf. Thank you Mr. President. I want to first of all thank the gentlelady for bringing this bill and speak in support of what she is doing. She is exactly correct. There already was a carve-out for these type of artificial turf fields which by the way are not the artificial turf fields you remember from the 1970s. They are frankly turf field that is can be used 12 months of the year and they have a soft surface, they are confusive for -- conducive for football, lacrosse, field soccer, pretty much any spot. This amendment if we pass it is going to save money for schools because what it means is schools can go in together to buy these fields so you don't have to pay $1.5 million, which is currently the list Price. Instead, you can combine with another school system or another school and bring it in at a fraction of that cost. Fairfax high school is one of these fields. A lot of schools, both my way and your way, have these fields. This is saving money. Again, it's an exception for the -- to the general rule of cooperative procurement. We did it because this is a unique, specialized situation where there's not a large construction cost, rather, it is a savings to the taxpayer. I hope we support the gentlelady on her great effort. When I cam here at the beginning of this session, I put in a bill that would have covered all protective orders, and I had, frankly, no expectation that the bill would pass, even though I feel fervently that it should. Through the course of the negotiations that have been taking place on these gun measures, we have come up with something that is a step forward. I meal really good about it. It will protect women. It does not go as far as I would hope, and I will be working next year and in the future years to strengthen this, but what we know is in 2014, the last year, we had information on intimate and domestic homicides. One third of all homicides in Virginia were in that category. And more than half, 60 percent, were committed with a gun. And we know that there were at least six that occurred with people who had -- by people who were subject to protective orders. This measure, even though it's not as great and as broad as I would have liked, will save lives, and I think that is a very exciting move forward for us, and I would encourage everyone to vote for this. This is a bill that simply changes the standard for the assessment of proffers in connection with new housing projects and home building. There were two issues with this: one, that this floor substitute attempts to address, and frankly does address. If you didn't like the original bill, this makes it a lot better.
